Requires state agencies unable to meet legislative report deadlines to provide written notice to the senate president and house speaker prior to the deadline with an explanation for the delay.

Allows the legislature to reduce a state agency's budget in the following fiscal year by the amount of any appropriation made to assist with report preparation if the agency fails to submit the report by deadline or fails to provide required notice.

Mandates state agencies provide the legislature with a detailed list of all reports due to the legislature one week before the reports' due dates.

Defines "state agency" as a department, division, office, agency, or other organization of state government.

Takes effect July 1, 2050.
