Establishes a photovoltaic waste recycling task force to be placed within the department of health to study the feasibility of implementing a photovoltaic waste recycling program in Hawaii.

Task force shall examine local, national, and international technologies for collecting, disposing of, and recycling photovoltaic waste, and identify circumstances where implementation would be impractical.

Task force shall explore options for removing photovoltaic waste to out-of-state recycling facilities by reviewing underutilized shipping space on outbound freight carriers.

Task force composition includes the director of health, a photovoltaic industry representative appointed by the governor, one state house representative, one state senator, and additional members as determined necessary.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2016 regular session and shall cease to exist on June 30, 2016.
