Simplifies certification requirements for principals and vice-principals by removing specific experience requirements (five years including three as teacher) and authority for alternative certification routes.

Repeals section 302A-1103 which outlined principal authority and responsibilities including curriculum oversight, budget implementation, and school complex collaboration.

Changes terminology throughout related sections from "entering" or "admission" to "attending" or "enrollment" regarding school attendance requirements, immunizations, and physical examinations.

Updates school transfer provisions to reference "complex area" instead of "district" for consistency with current organizational structure.
