Authorizes the Department of Agriculture to select qualified applicants as back-up lessees when disposing of agricultural or non-agricultural park lands through sealed bidding processes.

Allows the department to negotiate lease agreements with back-up lessees if the highest bidder fails to finalize a lease for any reason.

Expands lease negotiation eligibility to include persons determined by the department to promote increased food security and food self-sufficiency goals established by the office of planning in 2012.

Permits the department to select alternative qualified proposals from applicants with the next highest bids, with lots offered to alternates in order of highest bid if an initial award is rescinded.

Takes effect on July 1, 2030.
