Requires shippers receiving fireworks imported into Hawaii or between counties to notify the fire chief whether shipments will be distributed pier-to-pier, pier-to-warehouse/storage facility, or pier-to-redistribution.

Defines "redistribution" as the unpacking, segregating, and repacking of consolidated fireworks shipments for transport or delivery to storage, wholesale, or retail sites, and acknowledges such activities as temporary or short duration.

Clarifies that permanent labels on shells, mines, comets, and multiple tube devices must be at least nine square inches in size (changed from nine by nine inches measurement).

Labels must include the licensee's name, address, telephone number or email, and manufacturer's name and business address, with numerals at least one-eighth inch high in contrasting colors within a borderline.

Amends the definition of "license" to specify validity period not exceeding one year from issuance date.
