Adds three new definitions to Hawaii fireworks law: "authority having jurisdiction," "permanent fireworks storage" (buildings affixed to foundation intended for 180+ consecutive days of storage), and "temporary fireworks storage" (storage for less than 180 consecutive days in a 12-month period).

Creates two new exceptions to fireworks prohibitions: use of consumer fireworks, aerial devices, display fireworks, or articles pyrotechnic in film or movie productions with a valid county permit, and testing, disposal, or destruction of illegal or unwanted fireworks by the authority having jurisdiction.

Requires permanent and temporary fireworks storage buildings or structures and redistribution facilities to comply with applicable county building or fire codes or nationally recognized safety standards for fireworks storage facilities.

Clarifies that licenses for fireworks importation, storage, wholesaling, and retailing are nontransferable and expire March 31 of each year, with revocation provisions for felony convictions under the chapter.

Maintains existing prohibitions on removing pyrotechnic contents from fireworks, throwing ignited fireworks from vehicles or at persons, and discharging fireworks above first floors, in vehicles, near hospitals, schools, public areas, and other restricted locations.
