HI SB2305

Establishes twenty-five civilian community teams of unpaid volunteer residents age 18 and older to assist with community disaster relief under the direction of the state civil defense division.

Requires each civilian community team to meet at least twice per quarter and receive a minimum of $5,000 per fiscal year for workshops, brochures, signage, and emergency-related supplies.

Authorizes the director of civil defense to hire a coordinator position to establish, train, and provide administrative oversight of the civilian community teams.

Requires the state civil defense division to collaborate with county civil defense agencies to avoid redundancy, prevent duplicate funding, and establish mutually agreed-upon team boundaries.

Appropriates general revenue funds for fiscal year 2014-2015 to establish the twenty-five civilian community teams and coordinator position, effective July 1, 2050.
