Establishes automated clinical code editing technology to identify and prevent billing errors in correctional health care claims before adjudication using protocols from the American Medical Association and Centers for Medicare and Medicaid Services.

Requires the department to implement correctional health care claims audit and recovery services to identify improper payments and recover validated overpayments through post-payment reviews of diagnoses and procedure codes.

Mandates implementation of automated payment detection, prevention, and recovery solutions to ensure Medicaid is billed for eligible inpatient hospital and professional services provided to inmates.

Authorizes the department to contract for necessary technology services with costs covered by savings achieved through the program implementation.

Becomes effective upon approval by the governor.
