Amends Hawaii family law to add "incest" to existing provisions regarding denial of custody and visitation rights to natural parents convicted of rape or sexual assault when the child was conceived as a result of that offense.

Adds "incest" to provisions allowing involuntary termination of parental rights when a natural parent has been convicted of incest and the child was conceived as a result of that offense.

Preserves the convicted parent's obligation to pay child support even when parental rights are terminated or custody and visitation are denied.

Allows the custodial natural parent to petition the court to reinstate parental rights or grant custody and visitation to the convicted parent if the convicted parent and custodial parent later cohabitate and establish a mutual custodial environment.

Takes effect upon approval.
