Amends Hawaii Revised Statutes section 286-108(c) to allow the examiner of drivers to waive the demonstration of ability to operate a motor vehicle for persons with a valid provisional license from another state who have completed the same requirements as Hawaii's provisional license requirements.

Expands existing waiver provisions that previously only applied to holders of valid driver's licenses from other U.S. states, territories, and Canadian provinces to also include holders of valid out-of-state provisional licenses.

Requires the Department of Transportation to implement this provision immediately upon approval without waiting for administrative rules to be adopted, to prevent delays in implementing the waiver provisions.

Takes effect upon approval by the Governor.
