Removes superintendent of education from council's ex officio nonvoting members and reduces department of land and natural resources representatives from two to one.

Changes council chairperson from annually elected position (limited to nongovernmental members and two consecutive terms) to the administrator of the aquatic resources division.

Replaces requirement for annual public hearings (until 1999) with requirement to hold quarterly meetings on master plan implementation status.

Requires council to review and evaluate whether its powers, duties, and functions remain applicable and relevant, and report findings to legislature by twenty days before 2015 regular session.

Takes effect July 1, 2014.
