Modifies Hawaii Teacher Standards Board membership to include at least one teacher from a public charter school and expands nomination process to include education stakeholder groups, while requiring board composition to reflect diverse abilities, experiences, student population diversity, and geographical representation

Clarifies that the Department of Education, State Public Charter School Commission, and charter schools retain authority to hire licensed teachers and hire unlicensed individuals on emergency basis for up to three years, with monthly reporting requirements to the board

Removes employer authority in Section 302A-601.5 to refuse or revoke teaching certificates based on criminal convictions, limiting such authority to school administrator certificates only

Makes technical amendments to teacher licensing standards, emergency hiring procedures, and information disclosure requirements between the board and the Department of Education and charter school commission
