Establishes the interagency sea level rise vulnerability and adaptation committee within the department of land and natural resources to develop a sea level rise vulnerability and adaptation report for Hawaii through 2050.

Requires the committee to identify major sea level rise impact areas, expected impacts based on scientific research, economic ramifications, applicable federal laws and policies, and recommendations for planning and adaptation through 2050.

Mandates the sea level rise vulnerability and adaptation report be made publicly available by December 31, 2017, and updated every five years.

Tasks the office of planning with developing strategic climate adaptation plans and policy recommendations addressing statewide climate change impacts identified under Act 286, with findings due by December 31, 2017, and annual reports thereafter.

Appropriates $58,874 for the office of planning, $58,874 for the department of land and natural resources, $400,000 for sea level rise research and report development, and $50,000 for the office of planning's duties—totaling $567,748 for fiscal year 2014-2015.
