Requires interisland and intra-island transportation of pests and regulated articles to be subject to inspection, treatment, and destruction to prevent pest spread.

Prohibits transportation of designated pests or articles diseased or infested with pests unless approved by the department, with exceptions for areas where pests are already established.

Prohibits possession, harboring, transport, rearing, breeding, distribution, or release of pests except for scientific research permitted by the department.

Allows the department to designate quarantine areas on islands or within islands infested with designated pests and establish compliance agreements for commercial entities transporting articles from quarantine areas.

Imposes fines on commercial entities that transport designated pests or infested articles, equal to the shipment value or a specified amount, whichever is greater; effective July 1, 2050.
