Establishes a special fund in the state treasury for the American Red Cross Hawaii State Chapter to receive deposits from income tax check-off designations.

Allows individual taxpayers with a state income refund of $3 or more to designate $3 to the American Red Cross Hawaii State Chapter special fund when filing tax returns.

Permits each spouse or civil union partner on joint returns with refunds of $6 or more to separately designate $3 each to the special fund.

Requires the director of taxation to revise income tax forms to include the check-off option on the face of the return and above signature lines.

Directs the adjutant general to submit annual reports to the legislature on the special fund's status, including deposits received and assets transferred to the American Red Cross Hawaii State Chapter.
