Amends the definition of "recipient" in Hawaii's process service law to require that persons or businesses receiving process must have conducted business or engaged in transactions occurring at least in part in Hawaii.

Clarifies that service of process from another state applies only to persons or businesses (excluding government agencies) for the production of records related to pending criminal investigations or prosecutions.

Requires the issuing state to have a statute authorizing out-of-state production of records and a reciprocal statute allowing service of process from other states.

Mandates that out-of-state process include the applicant's contact information, the authorizing statute, and the relevant criminal statutes underlying the investigation or prosecution.

Requires the person or business being served to have conducted business or engaged in transactions occurring at least in part in the issuing state.
