Requires voter registration affidavits to be included with applications for driver's licenses and civil identification cards in Hawaii, effective January 1, 2016.

Applicants must affirmatively opt-out of voter registration on the application, or the examiner of drivers cannot process the license or identification card application.

County examiners of drivers must electronically transmit voter registration information, including digital signatures, to county clerks within five calendar days.

County clerks shall treat electronically received information as a formal voter registration application under Hawaii Revised Statutes section 11-15.

Appropriates funds from general revenues for fiscal year 2014-2015 to modify systems and the statewide voter registration system to enable electronic transmission and processing of registration data.
