Exempts persons or entities from preparing food in a state-certified commercial kitchen facility if the food is prepared for bona fide charitable and noncommercial purposes as defined in statute.

Requires all individuals with direct contact with food in raw or prepared state to complete no less than two hours of food safety and handling training provided by the department of health sanitation branch.

Defines "charitable purposes" as actions by individuals or nonprofit organizations acting solely for the benefit of intended recipients without receipt or expectation of compensation or other consideration.

Defines "noncommercial purposes" as activities not regularly carried out for compensation, not intended to test or promote a commercial enterprise, and not requiring a commercial license for regular provision.

Takes effect January 1, 2050.
