Requires the board to determine the number of large agricultural parcels (25+ acres) on an island that meet criteria for Important Agricultural Lands (IAL) designation before approving disposition of public agricultural land of 25+ acres to government agencies with authority to develop land for non-agricultural purposes.

Mandates the board consider whether disposed land would be eligible for IAL designation and the inventory of large agricultural parcels on the island, with authority to deny disposition based on these considerations.

Requires petitioners to include an accounting of large agricultural parcels (25+ acres) meeting IAL criteria on the relevant island as part of any petition for district boundary amendment or reclassification involving 25+ acres of agricultural land.

Directs the Land Use Commission to consider IAL eligibility and the inventory of large agricultural parcels on the island when reviewing reclassification petitions, with authority to deny petitions based on these factors.

Exempts land on islands where the county has already submitted IAL maps to the Land Use Commission from these new requirements.
