Establishes a two-year pilot project requiring the Department of Land and Natural Resources to convene a working group on Oahu to resolve user conflicts on public recreational lands.

Working group comprises representatives from state and county agencies with jurisdiction over the selected site, two community representatives invited by the governor, and one Hawaii Tourism Authority representative.

During year one, the working group must identify cost-effective management strategies, funding sources, and facilitate execution of a written agreement among agencies and interested parties for shared use and maintenance.

If a written agreement is not completed in year one, the working group must continue attempting to execute an agreement in year two; if unsuccessful, must report reasons for failure.

Working group ceases to exist on June 30, 2016, with preliminary report due 20 days before the 2015 legislative session and final report due 20 days before the 2016 legislative session.
