Requires the Department of Agriculture and Agribusiness Development Corporation to lease agricultural lands in five specified size ranges: 1-10 acres, 10-25 acres, 25-50 acres, 50-200 acres, and 200+ acres to support diverse farm operations.

Mandates adoption of land-use protocols and lease conditions supporting specialty farm products including organic production with protections against pesticide drift from adjacent tenants.

Requires the Department of Agriculture to submit annual reports to the legislature and website detailing leased lands by size and island, vacant/unoccupied parcels, and lease transfers with descriptions of farm products produced.

Requires the Agribusiness Development Corporation to submit similar annual reports including number of lots leased by size and island, specialty farm product protocols, vacant parcels, and lease sale/transfer information.

Mandates both agencies consider land diversity when approving lease sales or transfers to new tenants and ensure diversified leasing opportunities are available on each island where land is available.
