Requires the Agribusiness Development Corporation to identify food and emerging crops that can be grown on its owned lands and determine the resources needed to sustain them, including necessary acreage, number of growers, and number of producers.

Mandates the Agribusiness Development Corporation to design and establish a program to prepare and develop an agricultural workforce with proper skills and motivation to become successful growers and producers.

Requires the Agribusiness Development Corporation and Department of Agriculture to develop a coordinated strategy for leasing state agricultural lands and using state facilities and infrastructure to support food and emerging crops while maximizing agricultural development.

Directs the Agribusiness Development Corporation and Department of Agriculture to coordinate and provide technical support to farmers in identifying crops suited to particular areas and supporting successful agricultural businesses.

Requires the Agribusiness Development Corporation to submit a report of findings to the legislature no later than twenty days before the 2015 regular session convenes.
