HI SB2402

Adds definitions of "hashish" and "marijuana concentrate" to Hawaii's controlled substances law, with hashish defined as a resinous cannabis substance containing specific tetrahydrocannabinols, cannabinoids, and plant material fragments.

Amends the definition of "marijuana" to exclude hashish, tetrahydrocannabinol, and any alkaloid, salt, derivative, preparation, compound, or mixture of tetrahydrocannabinol, whether natural or synthesized.

Modifies the definition of "usable marijuana" in the medical marijuana section to exclude hashish, tetrahydrocannabinol, and related compounds, limiting it to dried leaves and flowers appropriate for medical use.

Updates cross-references in section 329-121 to align marijuana definitions with the amended section 329-1, and adds hashish definition to section 712-1240.

Takes effect July 1, 2014, except for section 3, which becomes effective January 2, 2015.
