Requires the Department of Budget and Finance to include estimated operational costs for each proposed capital improvement project in its findings and recommendations to the governor

Mandates that each state and county agency submitting a capital improvement project proposal provide the Department of Budget and Finance with an estimate of operational costs and supporting documentation

Requires agencies to make all operational cost documents and related information available to the legislature and its members or committees upon request

Aims to give the legislature a complete picture of total project costs, including maintenance and ongoing operations, to enable more fiscally sound budget decisions and better project prioritization
