Repeals the term "subsidy" from Hawaii Revised Statutes chapters 6E, 42F, 103F, 304A, and 383, finding no substantive difference between "grant" and "subsidy" exists in state law.

Replaces all references to "grant or subsidy" with "grant" throughout affected statutes, including standards for award criteria, contracts, monitoring, and applications.

Amends Chapter 42F title from "Grants and Subsidies" to "Grants" and removes the definition of "subsidy" as state funding to reduce costs incurred by organizations providing public services.

Makes conforming amendments to sections governing the State of Hawaii Museum of Monarchy History, county housing, competitive procurement exemptions, health and human services contracts, and various state agencies.

Takes effect upon approval, with a provision preserving amendments to section 46-15.1(c) when that statute is reenacted on June 30, 2015.
