Department of Land and Natural Resources shall contract with a private entity to prepare a comprehensive master plan for Ala Wai harbor development, completed by October 1, 2015.

Master plan must include assessment of environmental and ecological impacts of all activities on Ala Wai harbor.

Department shall present completed master plan to all appropriate state agencies with jurisdiction over Ala Wai harbor to serve as recommended guideline for adoption and implementation of policies, rules, and regulations.

Office of Planning shall provide information and advice to assist the department and contracted private entity in master plan preparation.

Appropriates $1,500,000 from general revenues for fiscal year 2014-2015 for master plan preparation, effective July 1, 2014.
