Authorizes the State and counties to conduct criminal history record checks on employees, prospective employees, volunteers, and contractors with access to sensitive information, firearms (non-law enforcement), and secured traffic management center areas.

Allows counties to conduct criminal history checks on prospective employees in firearms handling positions prior to making a job offer, exempting them from the standard ten-year look-back limitation.

Adds four new categories to Hawaii Revised Statutes Section 846-2.7(b) allowing criminal history checks for: traffic management center access, firearms handling positions, information technology personnel with access to sensitive data, and other State/county authorized positions.

Clarifies that the State and its agencies may conduct criminal history checks without the typical restrictions requiring a conditional job offer first or limiting review to the most recent ten years.

Effective July 1, 2014.
