Establishes two interagency working groups to address unresolved issues from Act 51 (2004) related to transferring functions from state departments to the Department of Education.

First working group includes senate and house education committee chairs, superintendent of education, and comptroller to address Section 504 compliance, facility repair and maintenance on Hawaii, Maui, Molokai, and Lanai islands, and related issues.

Second working group includes senate and house education committee chairs, superintendent of education, and director of health to address transfer of health aides from Department of Health to Department of Education and medication administration training.

Both working groups must report findings and recommendations to the legislature no later than twenty days before the 2015 and 2016 regular sessions, and are dissolved on June 30, 2016.

Appropriates unspecified funds to the Department of Accounting and General Services for maintenance positions on Maui, Hawaii, and Kauai islands, and to the Department of Education to convene the working groups and establish full-time equivalent positions; effective July 1, 2050.
