Department of Education and Department of Accounting and General Services must jointly develop a master cooling strategy for all public school facilities and conduct a comprehensive study addressing electrical/environmental standards, capital costs, repair and maintenance costs, and other relevant factors.

Departments shall submit a joint report to the legislature no later than 20 days before the 2015 regular session, including implementation timeline with prioritization schedules, funding and infrastructure needs, and how the cooling strategy complements the education department's facilities master plan.

Appropriates general revenues for fiscal year 2014-2015 to develop the master cooling strategy and comprehensive study, to be expended by the Department of Education.

Authorizes the Director of Finance to issue general obligation bonds for fiscal year 2014-2015 to fund demonstration projects showing efficient methods to air condition classrooms.

Appropriations shall not lapse at the end of the fiscal biennium except that unencumbered moneys from the bond appropriation shall lapse as of June 30, 2016; Act takes effect July 1, 2030.
