Requires all state agencies owning properties or facilities within one-half mile of proposed Honolulu rail transit stations to enter into memoranda of understanding with each other.

State agencies must establish working groups that include representatives from the Honolulu Authority for Rapid Transportation to assess how each transit station will address workforce housing demand and transit ridership.

The state agency owning the most land around each proposed transit station shall designate a representative to serve as the initial chairperson and coordinator of the working group.

Each working group must submit annual reports to the legislature no later than twenty days prior to each regular session, detailing how the transit station will address population growth, workforce housing, economic diversification, and "second city" development goals outside central Honolulu.

Applies to eight proposed rail transit stations: East Kapolei, University of Hawaii West Oahu, Leeward Community College, Aloha Stadium, Honolulu International Airport, Lagoon Drive, Kalihi, and Kapalama; takes effect July 1, 2050.
