Appropriates general revenue funds to the Rental Housing Trust Fund for building affordable rental housing projects, including micro units, family units, and elder housing units.

Requires housing projects to lease units to persons and families with incomes not exceeding 100% of area median income as determined by the U.S. Department of Housing and Urban Development.

Mandates that at least 40% of units within housing projects be reserved for persons and families with incomes not exceeding 60% of area median income.

Defines "micro unit" as a dwelling with 220-320 square feet for up to two occupants, with an additional 100 square feet per occupant in excess of two, and must include separate closet, kitchen, and bathroom facilities.

Directs the Hawaii Housing Finance and Development Corporation to expend appropriated funds for these purposes.
