Requires the Board of Education to name the new public high school in Kihei, Maui, "Patsy Takemoto Mink High School" in honor of the late U.S. Representative Patsy Takemoto Mink.

Recognizes Representative Mink's accomplishments, including her role in spearheading Title IX of the Education Amendments of 1972, which barred sex discrimination in educational programs receiving federal funding.

Acknowledges that Title IX was renamed the Patsy T. Mink Equal Opportunity Education Act upon her death in September 2002.

References Act 134, Session Laws of Hawaii 2013, which appropriated funds for planning, design, and construction of the new Kihei high school.

Effective date is July 1, 2050.
