Requires licensed marriage and family therapists in Hawaii to complete a minimum of 45 credit hours of continuing education during each three-year licensing renewal period, beginning with the January 1, 2017 triennium.

Mandates that at least 6 of the 45 credit hours must be in ethics courses covering ethics theory, ethical reasoning, principles, dilemmas, and professional ethics.

Defines approved continuing education sources as courses approved by the American Association for Marriage and Family Therapy, American Psychological Association, National Association of Social Workers, or National Board for Certified Counselors and Affiliates, Inc.

Exempts first-time licensees from the continuing education requirement for their first license renewal and allows the director to grant extensions for hardship cases including isolated geographic areas or incapacity.

Authorizes the director to conduct random audits of licensees and adds false certification of continuing education compliance as grounds for license denial, revocation, or suspension.
