Establishes a minimum of 24 months in an accredited podiatric residency as a requirement for licensure as a podiatrist in Hawaii, effective January 1, 2015.

Applies the new 24-month residency requirement to all applicants graduating from an approved podiatric college on or after January 1, 2004.

Provides alternative pathways for out-of-state podiatrists who graduated before January 1, 2004, requiring either 12 months of residency plus 10 years of active licensed experience in another state, or a current active license in Hawaii.

Exempts current Hawaii-licensed podiatrists from the residency and active experience requirements.

Requires podiatric residency programs to be accredited by the Council on Podiatric Medical Education.
