Officially designates the Hawaii health connector as the State of Hawaii health insurance exchange and clarifies that its debts and liabilities are not state debts or liabilities.

Establishes a connector legislative oversight committee composed of eight members (chairs of relevant house and senate committees plus minority party representatives) to annually review the connector's sustainability plan and audit reports.

Requires the connector board to submit sustainability plans with zero-based budgeting and three-year projections to the oversight committee until June 30, 2018, and to submit annual financial statements and federal audit reports to the legislature.

Restructures the board of directors from 15 members to 9 voting members plus 5 ex officio members, prohibits insurer employees from serving as voting members, and requires board members to have expertise in health care policy, benefits administration, financing, or related fields.

Permits connector-certified insurance agents and brokers to enroll individuals and employers in qualified plans, with plan issuers responsible for all agent and broker compensation; appropriates $1,500,000 for fiscal year 2014-2015 operations.
