Establishes the Hawaii cybersecurity, economic, education, and infrastructure security council within the office of information technology for administrative purposes.

Council consists of six members: the chief information officer (chair), director of business, economic development, and tourism, adjutant general, University of Hawaii department of information and computer sciences chair, a private institution representative with cybersecurity knowledge, and the vice president for military affairs of the chamber of commerce of Hawaii.

Council members serve without compensation or expense reimbursement and must meet at least quarterly to develop methods for improving state cybersecurity, securing federal funding, and partnering with military organizations.

Council shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the regular 2015 session.

Council is dissolved on June 30, 2016, with the Act taking effect July 1, 2014.
