Authorizes use of master certificates of title for common interest communities (condominiums and planned communities) to consolidate encumbrances of general application.

Requires assistant registrar to prepare a master certificate of title and issue separate certificates for each unit upon recording of a declaration creating a new common interest community.

Permits assistant registrar to prepare a master certificate of title for existing common interest communities upon recording of amendments or supplements to governing documents, or upon court petition.

Master certificate of title shall list governing documents and encumbrances of general application, while individual unit certificates incorporate by reference the master certificate without requiring individual updates for each unit.

Effective date is July 1, 2050.
