Redefines chiropractic to include manipulation of joints and tissues, diagnosis, and treatment using manipulative, manual, mechanical, physiotherapeutic, or clinical nutritional methods.

Establishes chiropractic as a portal of entry for consumers and limits scope of practice to services taught by accredited chiropractic colleges recognized by the U.S. Department of Education and approved by the board.

Authorizes licensees to examine, diagnose, order diagnostic imaging and laboratory testing, and use examination methods taught by accredited chiropractic colleges.

Prohibits chiropractors from performing surgery or directing the use of legend drugs.

Allows chiropractors to use the title "chiropractic physician" and modifies examination requirements to reference National Board of Chiropractic Examiners instead of the Special Purposes Examination.
