Requires coverage of chiropractic services under Hawaii's Medicaid and QUEST Integration programs, with services limited to 24 visits per calendar year.

Authorizes the Department of Human Services to negotiate and establish payment and reimbursement rates for chiropractic services.

Requires the department to adjust capitation rates paid to health maintenance organizations and prepaid health plans to account for chiropractic coverage costs before those entities are required to provide the coverage.

Directs the Department of Human Services to request an amendment to the state Medicaid plan from the Centers for Medicare and Medicaid Services to enable federal reimbursement for chiropractic services.

Appropriates general revenues for fiscal year 2014-2015 to implement chiropractic coverage, effective January 1, 2015.
