Eliminates the requirement that managers of time share plans located outside Hawaii must register in Hawaii as time share plan managers.

Requires disclosure statements for time share offerings located outside Hawaii to include a notice that the plan manager is not registered under Hawaii's time share law and that Hawaii law provides no protections regarding the manager.

Expands the types of entities that may serve as associations of time share owners to include nonprofit or not-for-profit limited liability companies and other nonprofit or not-for-profit entities, in addition to nonprofit corporations.

Modifies the chapter's scope to exempt managers of foreign time share plans from certain registration and regulatory provisions while maintaining other protections for Hawaii offers and sales.

Makes housekeeping amendments to Hawaii Revised Statutes chapter 514E regarding time share regulation.
