Reduces the continuing education requirement for private guards from four hours annually to four hours every two years (biennially).

Delays the effective date of continuing education requirements from June 30, 2014, to June 30, 2016, to allow the board and industry time to adjust after completing initial registration of approximately nine thousand guards in 2013.

Adds a refresher component on professional image and aloha training to the required classroom instruction for guards.

Repeals the sunset date of Act 208 (Session Laws of Hawaii 2010) to make the registration and licensure requirements for private guards permanent rather than temporary.

Takes effect on June 29, 2014.
