Reduces the center for nursing advisory board from 15 voting members to 9 voting members, with a majority required to be nurses or representatives of nursing organizations.

Specifies that the nine-member board shall include five nurses with active Hawaii licenses (nursing executive, advanced practice registered nurse, nurse with collective bargaining affiliation, and doctorally-prepared nurse educator or researcher) and four members with backgrounds in healthcare delivery, finance, workforce, hospitals, or community agencies.

Allows the center to invite additional ex officio nonvoting members from the public with specific expertise backgrounds.

Establishes four-year terms for appointed board members with a two-consecutive-term limit, and requires any vacancy to be filled for the remainder of the unexpired term.

Removes several advisory board powers including hiring staff, adopting mission statements and operational policies, and employing an executive director; retains powers to elect a chairperson, establish committees, seek community input, implement center functions, and seek nonstate funding.
