Authorizes advanced practice registered nurses to sign, certify, or endorse all documents relating to health care within their scope of practice, including workers' compensation forms, department of human services and education verification forms, and physical examination forms.

Amends multiple Hawaii Revised Statutes sections to recognize advanced practice registered nurses alongside physicians and physician assistants for certifying disabilities, medical conditions, and physical fitness requirements for driver's license renewals, parking privileges, immunization exemptions, and swimming pool flotation device use.

Allows advanced practice registered nurses to issue certificates of disability for disabled parking and to certify medical conditions preventing appropriate seat belt restraint in vehicles.

Enables advanced practice registered nurses to certify expedited external reviews for health insurance coverage disputes when the enrollee's treating advanced practice registered nurse confirms that delayed treatment would be significantly less effective.

Permits advanced practice registered nurses to provide physician certificates required in insurance claim processing and other administrative procedures within their professional scope of practice.
