Defines "electronic smoking device" as any electronic product that vaporizes and delivers nicotine or other substances, including electronic cigarettes, cigars, cigarillos, and pipes, along with related components and cartridges.

Expands the definition of "tobacco product" to include electronic smoking devices and any product made from or derived from tobacco containing nicotine, whether smoked, heated, chewed, absorbed, dissolved, inhaled, or ingested.

Amends the definition of "smoke" or "smoking" to explicitly include the use of electronic smoking devices and applies existing smoking regulations in chapter 328J to electronic smoking devices in enclosed public areas and specified locations.

Exempts products specifically approved by the FDA for tobacco cessation purposes that are marketed and sold solely for that approved use from the definition of tobacco products.

Takes effect July 1, 2050.
