Establishes a registration system for veterinary technicians under Hawaii Revised Statutes chapter 471, with the Board of Veterinary Examiners issuing certificates of registration beginning July 1, 2018.

Requires veterinary technicians to be at least 18 years old, complete an accredited veterinary technology program, and pass the Veterinary Technician National Examination.

Defines the scope of veterinary technology practice to include inducing anesthesia, applying casts and splints, performing dental extractions, suturing tissues, and creating relief holds for IV catheters—all requiring direct veterinarian supervision.

Prohibits unlicensed practice of veterinary technology and use of "RVT" title without valid registration; establishes grounds for refusal, suspension, or revocation of registration including professional misconduct, violations of law, and practicing outside authorized scope.

Makes violation of veterinary technician registration requirements a misdemeanor subject to fines up to $500 and/or up to six months imprisonment; allows forfeiture of tools and materials used in unlicensed practice.
