Designates the walkway behind the Hawaii State Capitol building (Hotel Street Mall) between Richards and Punchbowl Streets as "Memorial Mall" for future war memorials.

Creates a ho'onoho pono working group to oversee the relocation of the Spirit of Lili'uokalani statue from the Capitol grounds to the current Eternal Flame memorial site on Beretania Street.

Directs the working group to relocate the Eternal Flame memorial to replace the Lili'uokalani statue's current location on the Capitol grounds.

Requires the working group to design bronze plaques depicting all eight Hawaiian rulers (Kamehameha I through Queen Lili'uokalani) and bronze kahili (feathered symbols of rank) to be placed on the wall behind the relocated Eternal Flame memorial.

Working group must submit a report with design and budget recommendations to the legislature by twenty days before the 2015 regular session convenes and dissolves on June 30, 2015.
