Establishes a four-year irrigation water conservation pilot program requiring the Department of Accounting and General Services to implement best management practices at state facilities, with minimum completion of four projects covering 25,000 square feet of landscape irrigation.

Best management practices for maintenance include seasonal timing adjustments, lawn aeration, mulch use, drought-tolerant plants, taller grass growth, nighttime watering schedules, and periodic water audits.

Best management practices for new installations require climate-based automatic controllers, flow sensors, drip irrigation, head-to-head sprinkler coverage, storm water infiltration design, and qualified irrigation designers.

Department must submit a report to the legislature no later than twenty days before the 2019 regular session, including information on training conducted, installation measures, and water savings measured in gallons.

Appropriates funding from general revenues for fiscal year 2014-2015 to implement the pilot program, effective July 1, 2050.
