Recalibrates the general fund expenditure ceiling base from fiscal year 1978-1979 to fiscal year 2014-2015, effective beginning with fiscal year 2015-2016.

Maintains the existing method of computing the expenditure ceiling by adjusting prior fiscal year ceilings by applicable state growth, but applies this calculation to the new base year instead.

Requires the director of finance to calculate and report whether the estimated expenditure ceiling will exceed the current fiscal year's general fund appropriation by greater than ten percent in both preliminary (August 15) and final (November 15) estimates.

Directs the director of finance to inform the governor, chief justice, and legislature of the state growth, expenditure ceiling, and maximum general fund appropriation amount, with statewide public notice given twice in successive weeks.

Takes effect July 1, 2030.
