Requires the Governor, in consultation with the Department of Public Safety, to identify a permanent location for a sheriff division headquarters by December 31, 2015.

Directs that the identified location be selected to enable the sheriff division to carry out its law enforcement duties more effectively and serve the people and property of Hawaii.

Identifies the state sheriff division as the oldest law enforcement organization in Hawaii, established in 1846, currently operating without permanent centralized headquarters.

Authorizes the use of identified funding in the next biennium budget for planning, design, and construction of the headquarters facility.

Takes effect on July 1, 2050.
