Establishes a fall prevention and early detection coordinator position within the Department of Health's Emergency Medical Services and Injury Prevention System Branch to coordinate public and private fall prevention services for elderly residents.

Finds that falls are the leading cause of fatal injuries (44%) and injury-related hospitalizations (83%) among Hawaii's elderly, with an average of 82 deaths and 1,800 hospitalizations yearly.

Notes that hospital costs from fall-related injuries average $65 million annually, with 43% of hospitalized seniors discharged to skilled nursing facilities and 12% to rehabilitation facilities.

Appropriates an unspecified amount from the trauma system special fund for fiscal year 2014-2015 to establish and fill one full-time equivalent coordinator position.

Effective date is July 1, 2050.
